Why would I need a travel document?
You would need a travel document if you are a permanent resident abroad and do not have a valid permanent resident card to return to Canada. If you do not have a valid permanent resident card, customs and immigration Canada require travel documents as proof that the holder is entitled to re-enter Canada as a permanent resident.
Application Requirements:
In order to be eligible for a travel document, you must meet the residency obligation. Within the past 5 years you must have been physically present in Canada for a minimum of 730 days. If you do not meet this requirement, you may also be eligible if:
- a. the total days spent in Canada plus the total days accompanying a Canadian citizen or permanent resident outside Canada equal to 750 days
- b. the total days spent in Canada plus the total days you have had employment outside Canada equal to 750 days
- c. you meet humanitarian and compassionate grounds for being outside Canada
Document Requirements
- One recent passport-size photograph of each of the applicants (the name and date of birth of each applicant must be printed clearly on the back of each photograph).
- Your passport or travel/identity document from your country of citizenship.
- Your passport or travel/identity document from your country of citizenship.
- Evidence of your permanent resident status in Canada, such as:
- i. a Record of Landing or Confirmation of Permanent Residence or, if the document was lost or stolen, a police report documenting the circumstances of the loss.
- ii. an expired permanent resident card or, if your card was lost or stolen, a police report documenting the circumstances of the loss.
- iii. a Returning Resident Permit.
If you are accompanying a Canadian citizen or permanent resident, required documents may include:
- marriage licence
- child’s birth certificate, baptismal document, and/or adoption or guardianship document
- school and/or employment records
- association or club memberships
- passports or other travel documents
- documents indicating the status of the person you are accompanying
- documents indicating that the person you are accompanying meets his or her own residency obligation.
If you are working outside Canada, you require a letter of declaration signed by an official of the business that indicates:
- the position and title of the signing official; the nature of the business and how it fits the description of a Canadian business
- details of your assignment or contract outside Canada; and
- confirmation that the business has not been created primarily for the purpose of allowing you to satisfy your residency obligation.
You may also provide:
- articles of incorporation and business licences
- partnership agreements and/or corporate annual reports
- corporate Canadian Income Tax Notices of Assessment and/or financial statements
- copies of the Employee Assignment Agreement or Contract
- copies of any agreements between the Canadian business and the business or client outside Canada concerning your assignment to that client or business
To be considered on humanitarian and compassionate grounds:
- supporting documents that support your request to retain your permanent residence.
Processing times:
A travel document can be attained within a day subject to citizenship and immigration Canada and government processing times. The document must be processed at the Canadian Consulate closest to the city you are travelling to.
When to Apply:
Your application should be submitted no more than a month before your travel date as a travel document is valid for only 30 days from the date of its issuance and you must arrive in Canada on or before the expiry period.
